Al-Balbeisi and Al-Hinti Sign MoU to Advance the Use of Artificial Intelligence in the Public Sector

Amman — Minister of State for Public Sector Development, Eng. Badria Al-Balbeisi, and President of Al Hussein Technical University (HTU), one of the Crown Prince Foundation’s initiatives, Prof. Ismael Al-Hinti, signed a memorandum of understanding aimed at strengthening collaboration in developing innovative, AI-powered solutions to address priority challenges within the public sector.
The MoU, which falls under the initiatives of the National Council for Future Technology, establishes an institutional framework for cooperation between the government and the university. It focuses on leveraging the applied innovation methodology adopted by the 9XAI program, by engaging high-potential youth to work alongside government entities in identifying real-world challenges, analyzing them, and developing exploratory AI-driven solution prototypes to enhance operational efficiency.
Eng. Al-Balbeisi stated that the agreement aligns with the government’s direction toward fostering innovation in the public sector and utilizing emerging technologies—particularly artificial intelligence—to improve public services. She emphasized the importance of partnering with HTU as a model for aligning government expertise with young talent, enabling the development of practical, data-driven solutions that enhance government performance and responsiveness to evolving challenges.
She further noted that the Second Executive Program for Public Sector Modernization (2026–2029) introduces a dedicated component focused on data and emerging technologies, led by artificial intelligence. This component includes several initiatives aimed at applying these technologies to realize the concept of integrated government—from planning and legislation to service delivery, procedures, and outcomes.
Al-Balbeisi also highlighted that the public sector modernization program places strong emphasis on empowering youth as active partners in administrative reform by creating platforms that provide them with access to opportunities and technologies to contribute to the development of government services. She commended the 9XAI program team for their efforts in delivering innovative AI-based solutions that contribute to improving the quality of services provided to citizens.
For his part, Prof. Al-Hinti emphasized that this partnership reflects HTU’s role as a national enabler of applied innovation. He noted that the 9XAI program serves as a practical platform connecting young talent with real challenges in the public sector.
He added that collaboration with the government creates meaningful opportunities to harness the capabilities of students and graduates in developing AI-powered solutions with tangible impact, enhancing their job readiness while contributing to Jordan’s broader digital transformation efforts.
In addition, HTU’s Assistant to the President for Innovation, Rami Al-Karmi, presented an overview of the project, which is part of the Second Executive Program for Public Sector Modernization and aims to accelerate the adoption of artificial intelligence in government services through five nationally prioritized use cases.
These include enabling citizens to receive instant and reliable answers about government services through intelligent agents; improving the efficiency of the judicial system through speech-to-text solutions in courts, reducing documentation time and enhancing accuracy; strengthening government communication and message consistency through specialized AI agents; and leveraging the potential of Jordanian youth to build a sustainable national ecosystem of digital talent
